Louisiana pair wanted on child sex charges arrested in Hawkins County

HAWKINS COUNTY, Tenn. (WJHL) — A Louisiana pair wanted on various child sex charges was arrested in Hawkins County on Tuesday.

As per a statement from the U.S. Marshals, Tabitha Robison, 39, and Marvin Clement Jr., 40, have been fugitives in Louisiana since July 31, 2024.

On July 22, 2025, Louisiana officials notified U.S. Marshals in Greeneville that Robison and Clement Jr. were reportedly in the Hawkins County area.

The authorities explored various potential spots until they found Robison and Clement Jr. at a basic campsite off Rocky Hollow Road on the Holston River near Surgoinsville, according to the release.

News Channel 11 contacted the campsite owner via phone. Jody Allen mentioned that the duo had been residing at the campsite since August 2024 under assumed names. He expressed his astonishment at the charges, noting that the pair had “always been friendly and never caused any problems,” Allen stated.

The couple was taken into custody without incident and booked into the Hawkins County Jail, awaiting extradition.

Robison was charged with the following, U.S. Marshals stated:

  • Sexual battery
  • First-degree rape
  • Indecent behavior with a juvenile
  • Contributing to the delinquency of a minor
  • Criminal conspiracy
  • Human trafficking
  • Licensing requirements
  • Drug conspiracy
  • Cultivation of marijuana with the intent to distribute
  • Improper supervision of a minor by a parent or legal custodian

Clement Jr. faces the same charges as well as additional charges of domestic abuse/aggravated assault and possession of drug paraphernalia.

The victim is a very young minor and a family member of the two suspects, according to the news release. The victim was not present at the time of the arrest and is reportedly safe in Louisiana.

The Eastern District of Tennessee United States Marshals Service (USMS) SMFTF team consisted of Deputy U.S. Marshals out of the Greeneville, SMFTF officers from the Hawkins County Sheriff’s Office, Johnson City Police Department, Greene County Sheriff’s Office, Church Hill Police Department and the Jefferson City Police Department.
