Man arrested for 3 counts of aggravated statutory rape in Sullivan Co.

SULLIVAN COUNTY, Tenn. (WJHL) — Authorities arrested a man in Sullivan County on Saturday, charging him with three counts of aggravated statutory rape. This followed an indictment by a grand jury.

Court documents examined by News Channel 11 reveal that Logan B. Starnes faced indictment in Sullivan County Criminal Court back in July. He was arrested on Saturday and subsequently released on bond by Sunday.

A grand jury presentment detailed that Starnes allegedly committed three counts of aggravated statutory rape between Oct. 6 and 7, 2024.

The grand jury’s indictment specified that Starnes allegedly engaged in sexual activities with a person aged between 13 and 18 years.

Additional court details noted Starnes was “at least ten (10) years older than [the victim] contrary to Tennessee Code Annotated, Section 39-13-506,” categorizing the act as a Class D felony.

The indictment recorded several witnesses’ testimonies, including a Kingsport Police Department prosecutor, a Department of Children’s Services representative, and various citizens.

District Attorney General Barry Staubus endorsed the indictment. Upon his arrest, Starnes received a $50,000 bond and secured his release after posting bail on Sunday.

Starnes’ next court appearance is scheduled for Oct. 10 at 9 a.m.
