An English tourist has been sentenced to four years in prison after fatally injuring a father of two while riding an e-scooter under the influence of alcohol.

Alicia Kemp, 25, collided with 51-year-old Thanh Phan in central Perth last May. The incident occurred following her participation in a bottomless brunch and visits to several bars.

Kemp’s blood alcohol level was recorded at 0.185, significantly exceeding the legal limit for operating a vehicle.

CCTV footage released by the court shows Kemp and a passenger on the scooter weaving in and out of pedestrians in a dangerous manner in the moments before Phan was struck.(Nine)

“Operating a vehicle under the influence and at speed, leading to a crash that results in serious injury or death, cannot be considered an accident,” the judge stated in court.

“You are accountable for the loss of a life, and this is the reality you must face.”

“This was not an accident. You bear responsibility for the death of a good individual, and I acknowledge that you are aware of this fact.”

Kemp, a psychology and criminology graduate, had spent part of her voyage volunteering before travelling to Perth.

Her sentence was backdated to June 1 to reflect the time she has been in custody.

The incident thrust e-scooters into the spotlight and triggered a WA parliamentary inquiry into their safety.
