Cook County Treasurer Maria Pappas speaks out on Tyler Technologies, contracted to upgrade Cook County property taxes system

Cook County Treasurer Maria Pappas has found herself in a heated dispute with Tyler Technologies, a company from Texas tasked with revamping Cook County’s property tax system. The company has accused Pappas of creating a hostile work environment, alleging intimidation and threats against their team.

Pappas, however, stands firm, asserting her actions are driven by a commitment to ensure Cook County residents receive their refunds. “These 80,000 people who are owed $181 million, I can’t write a check,” Pappas stated, underscoring the urgency of the situation.

The tension escalated when Tyler Technologies sent a nine-page letter, shared with ABC7, outlining their grievances with Pappas. The letter, from the company’s CEO, announced that Tyler Technologies would cease direct interactions with Pappas, citing her alleged abusive and unprofessional conduct.

Pappas responded with defiance, questioning the company’s motives. “Seriously? What are they afraid of? Let me tell you what they’re afraid of. They’re afraid of me continually confronting them,” she remarked. Pappas revealed she had communicated her dissatisfaction through more than 30 letters, urging the county board to terminate the contract and highlighting the company’s failures, which she claims have hindered the distribution of bills and funds.

The allegations made by Tyler Technologies included recounting an encounter where Pappas allegedly insulted their attorney, Abby Diaz, with derogatory language, questioning her proficiency in English and threatening, “I’m going to ruin you.”

This ongoing clash between Pappas and Tyler Technologies raises significant concerns about the management and execution of the property tax system overhaul in Cook County, impacting thousands of residents awaiting their refunds.

Pappas recalled her exchange with Diaz.

“I call Abby [Diaz], and I say, ‘Listen, I’m going over your head. I’m going to call the board of directors of Tyler and expose what’s going on here. Because I’ve had it. I’m not going to wait a second longer to get these $181 million worth of checks out to 80,000 people. What are you thinking?’” Pappas said.

The ABC7 I-Team previously reported on Tyler Technologies and massive county-wide delays for people waiting on property tax refund checks. Pappas said she has demanded answers and accountability. But the tech company accuses Pappas of deliberately sabotaging their project.

Cook County Board President Toni Preckwinkle said in a statement, in part, “The alleged language and conduct directed at Tyler Technologies by the Treasurer are troubling and unacceptable. Public officials are expected to lead with integrity, demonstrate respect, and uphold the highest ethical standards, fostering public confidence in government.”

The statement continues to say that the matter was referred to the Department of Ethics and Humans Rights for review. Pappas says she is not afraid, and this isn’t over until Tyler Technologies takes accountability and people can get their checks.
