NYPD quality-of-life summonses jump 13% under Jessica Tisch

NYPD Commissioner Jessica Tisch’s push to improve quality of life across New York City helped drive a sharp increase in summonses for public drinking, urination and other low-level violations this year, new data shows.

The NYPD issued 220,802 quality-of-life summonses during the fiscal year that ended June 30, according to the Mayor’s Management Report released Thursday. That was a 13% increase from the 196,102 summonses issued the previous year and more than three times the 67,408 tickets written in fiscal 2022.

The numbers underscore the department’s renewed emphasis on broken-windows-style policing, a central element of Tisch’s public-safety agenda.

Tisch and then-Mayor Eric Adams created the NYPD’s Quality of Life Division in 2025. The initiative deployed specialized teams, known as Q-Teams, across all five boroughs to address complaints submitted through the city’s 311 and 911 systems.

Those teams target lower-level offenses and conditions that can make public areas appear disorderly, disruptive or unsafe.

Summonses for unreasonable noise climbed by nearly 16%, rising from 3,696 in fiscal 2025 to 4,272 in fiscal 2026, the report said.

Tickets for public urination also edged higher, increasing from 10,003 in fiscal 2025 to 10,187 in fiscal 2026.

Public drinking summonses moved in the opposite direction, falling about 3% from 57,653 to 56,070. Even so, the total remained far above the 18,239 tickets issued for alcohol consumption in fiscal 2022.

The increase in enforcement came as complaints to NYC 311 also rose. Residents filed 1.74 million service requests in fiscal 2026, roughly 6% more than the 1.64 million recorded the year before, according to the Mayor’s Management Report.

Q-Teams also expanded their outreach in neighborhoods, taking part in 2,338 community meetings during the fiscal year. That represented an increase of about 131% from the 1,014 meetings attended in fiscal 2025.
