DHS blasts Biden's 'dereliction of duty' after bombshell report on millions of visa overstays...including migrants arrested for stabbings, torturing dogs and sexually assaulting Uber passenger

The Department of Homeland Security has sharply criticized the Biden administration after a watchdog report found that millions of suspected visa overstays went without action. The cases included a migrant accused of stabbing two Burger King employees, another charged with torturing dogs and a third accused of sexually assaulting an Uber passenger, Our News Outlet can reveal.

DHS’s Office of Inspector General reviewed how Immigration and Customs Enforcement handled suspected visa overstays during a three-year stretch of Joe Biden’s presidency.

Investigators found that ICE received 3,145,375 leads. Nearly all of them—96.7 percent—were categorized as “non-priority” cases.

The report also said that, among more than 100,000 migrants identified as potential national security threats over a four-year period, the Biden administration arrested just eight, according to DHS.

Friday’s findings pointed to three cases involving migrants who legally entered the United States before remaining beyond their authorized stays during Biden’s presidency. All three were later arrested in connection with serious alleged crimes.

Our News Outlet has identified them as Jamaican national Shaquiel Sheldon Williams, British national John Young Cotter Johnstone and Lebanese national Sameh Mohamad Chami.

Williams was lawfully admitted to the United States in December 2023, but his authorized stay expired the following month.

On August 13 of this year, he allegedly stabbed two employees at a Burger King in Panama City, Florida, following a dispute over his inability to pay for a meal.

Shaqiuel Sheldon Williams, from Jamaica, was lawfully admitted to the United States in December 2023 and overstayed his authorized period after it expired in January 2024

John Young Cotter Johnstone, from the United Kingdom, entered the country in 2021 under the Visa Waiver Program (VWP) and overstayed his authorized period after it expired in February 2022

Lebanese national Sameh Mohamad Chami was charged with aggravated kidnapping of his uber passenger in August 2025. His 12-month visa expired in 2022.

DHS highlighted three cases on Friday: Jamaican national Shaqiuel Sheldon Williams, who allegedly stabbed two Burger King employees in Florida; British national John Young Cotter Johnstone, who was charged with torturing dogs; and Sameh Mohamad Chami, who allegedly sexually assaulted a 21-year-old passenger while working as an Uber driver

Williams was arrested and charged with two counts of aggravated battery with a deadly weapon. Both employees were hospitalized with injuries described as non-life-threatening.

Johnstone, a British national living in Nevada, remained in the country after his visa expired in February 2022. He was arrested in May of this year and accused of torturing dogs at the animal shelter where he worked.

He had entered the United States in 2021 through the Visa Waiver Program.

Prosecutors charged him with four felony counts of willfully torturing, maiming or mutilating animals.

The third case involves 49-year-old Lebanese national Sameh Mohamed Chami, who was unlawfully in the United States while working as an Uber driver in Friendswood, Texas, in August 2025.

DHS alleges that Chami sexually assaulted a 21-year-old female passenger after she fell asleep in the back seat following a late night out.

According to the department, the woman woke in the front seat of Chami’s car, which was parked near a school, with her shorts unbuttoned. Her family later found her and picked her up at about 3 a.m.

Chami’s 12-month visa expired in December 2022. He was arrested and charged with aggravated kidnapping.

ICE also issued a detainer for Chami, who was subsequently transferred into the agency’s custody.

The three cases have now been highlighted by the DHS as Secretary Markwayne Mullin slammed the previous administration over its handling of millions of suspected visa overstays. 

‘The degree of the Biden Administration’s dereliction of duty, which needlessly put American lives at risk, is staggering and enraging,’ Mullin said in a statement Friday. 

‘As if the wide-open borders weren’t enough, a new OIG report reveals that the Biden-era ICE failed to act on more than 3 million leads about possible alien overstays, with more than 100,000 of these being labeled as potential national security threats. 

‘Unlike the Biden Administration, the Trump Administration will always put the safety of the American people first. 

‘We will target and remove as many illegal aliens as possible to make America safe again.’

This comes after the DHS watchdog report found ICE received more than 3.1 million leads concerning possible alien overstays between the fiscal years of 2021 and 2024. 

More than 100,000 of those leads were identified as potential national security threats over the course of four years, but only 496 investigations were launched, resulting in just eight arrests, the report found. 

Of the 2.8 million non-priority leads sent to ICE’s Enforcement and Removal Operations, five were investigated, resulting in two arrests.
