German regulators on Tuesday suspended certification proceedings for a controversial natural-gas pipeline from Russia, adding to concerns Europe will run low on fuel this winter.

Prices for the heating and power-generation fuel shot higher around the world in response. Futures gained more than 15% in Europe. U.S. prices added 3.2%.
