When ratings firms tweak the way they determine the creditworthiness of insurers, it is ordinarily a humdrum affair, awash in technical minutia. 

S&P Global Ratings’ latest effort has managed to anger insurance companies, state insurance regulators and rival ratings firms. It has also accomplished the seemingly impossible: a bipartisan protest of its actions on Capitol Hill.
