Tony Graf serves as a judge in Utah’s Fourth District Court, having been appointed in May 2025 by Utah Governor Spencer J. Cox. He took over this role following the retirement of Judge Robert Lunnen and presides over cases in Juab, Millard, Utah, and Wasatch counties.

Before becoming a judge, Graf held the position of Deputy County Attorney in Davis County, where his focus was on prosecuting cases of physical and sexual abuse. He also previously led the Special Victims Unit at the Utah County Attorney’s Office and worked as a Deputy District Attorney in Salt Lake County. His career includes positions as an Assistant Attorney General in American Samoa, Deputy District Attorney in Lincoln County, Nevada, and Special Assistant United States Attorney in Washington, D.C.
Judge Graf is also a seasoned educator and trainer, having presented at various legal and child advocacy conferences, and has been part of the faculty for statewide legal training sessions. He volunteered as a Judge Pro Tempore for the Salt Lake City Justice Court and contributes to the Utah Supreme Court Advisory Committee on the Rules of Evidence.
Graf has previously contributed as a Planning Commissioner for Tooele City, served on the Tooele City Council, and was a past president of the Utah Minority Bar Association.
According to his LinkedIn profile, Graf earned his associate degree from Salt Lake Community College, a bachelor’s degree in history and a juris doctorate from the University of Utah, and also holds a master’s degree in criminal justice from Weber State University.
