In a shocking turn of events, Winthrop Police Lieutenant James Feeley, a 22-year member of the agency, was arrested and charged with raping a minor.

However, the court records stated that Feeley had confessed to Winthrop Police Chief Terrance Delahanty on Christmas Day in Winthrop Belle Isle Cemetery.

Chief Delahanty spoke with Feeley because he was worried about his well-being and thought he might be armed and suicidal.

Feeley acknowledged assaulting a child and expressed regret; later, he was taken to Massachusetts General Hospital for a psychiatric examination.

The next day, while receiving treatment at Boston Children’s Hospital, the alleged victim revealed that Feeley had been assaulting her for about a year.
