He killed people with handguns, then attacked and fired at Indian security forces with an AK-47. During the insurgency in 1990, he admitted to murdering at least 20 people.

Panun Kashmir’s convener has accused him of loudly proclaiming the murder of 42 Hindus. Dar said in a video that he had slain at least 20 Hindus in Kashmir. He then maintained that the confession was made under duress and that he had not killed any Pandits.

In 2019, the National Investigation Agency (NIA) detained him for the second time on terror funding accusations. Dar, Sayeed Salahudeen, and others have been accused by the NIA of “conspiring to wage war against the government” and fomenting unrest in Kashmir.

Sayeed Salahudeen, the Hizbul Mujahideen’s leader, is one of his co-accused. Although India, the European Union, and the United States have recognized the Hizbul Mujahideen as a terrorist organization, it continues to operate freely within Pakistan.

Sayeed Salahudeen is on India’s NIA Most Wanted list, and the US Department of State has designated him as a Specially Designated Global Terrorist.
