LEESBURG, Fla. – While U.S. Highway 441 in Leesburg might appear peaceful on a Saturday morning, local resident Matthew Capistran describes a very different scene during the workweek.

“No matter where you turn, there’s overdevelopment. Traffic congestion is everywhere, especially when the snowbirds arrive; it’s nearly impossible to reach your destination,” Capistran explained.

According to Capistran, simply merging onto the highway is already a struggle, and an upcoming development project could exacerbate the situation.

This week, the city is evaluating a proposal for a 12,000-square-foot mixed-use complex near Pemble Road. The development plans include 278 apartments, a clubhouse, a leasing office, and a boathouse.

“In my view, more housing means more traffic, and the current infrastructure isn’t prepared for that. Plus, The Villages is expanding through here, which will only worsen accessibility issues,” Capistran noted.

The proposed development would be adjacent to Brittany Estates, and it has already sparked discussion among community members, as seen at last week’s Lake County Commission meeting.

“Highway 441 is already a challenging road, especially to go left,” one resident told commissioners. “Honestly, I feel like I’m playing Frogger every time I try.”

    Others raised concerns about flooding.

FDOT is preparing to start several projects on 441, including resurfacing from Mills Street to College Drive.

City leaders are set to review the development plans at their next Leesburg City Commission meeting on Monday.
