The Rincon Police Department (RPD) made public some body cam footage on Wednesday following the widespread circulation of a video online, which allegedly depicts an officer using excessive force on an individual.
The event took place on Saturday, August 2, when officers were called to a Walmart in response to a shoplifting report. While several suspects reportedly escaped in a vehicle, two individuals were left at the store.
When officers reached the location, they handcuffed one suspect, and RPD Officer Buckner took hold of 33-year-old James Williams’ wrist to escort him to the patrol car.
A statement released by RPD describes the moments before the viral video:
As they approached the patrol car, the suspect pulled away from the officer, leading to a confrontation. The suspect then turned and shoved the officer backward, triggering a physical altercation.

According to the official report filed by Officer Buckner, he was uncertain whether the suspect was armed, expressing concern that the suspect might be trying to retrieve a weapon with intent to cause harm.
Williams was later transported to Effingham County Sheriff’s Office jail and was charged with obstruction of law enforcement officers.
The woman shown in the body cam video was identified as Younique Garcia. She was charged with obstruction of an officer.
Officer Buckner returned to regular duty on Wednesday.
