ASHEVILLE, N.C. — The unfolding legal situation involving Joe Carr, a Sullivan County commissioner, took another step this week as he made a court appearance in North Carolina on Thursday. Carr is confronting charges of sexual battery and public intoxication following an arrest by Asheville police on October 19. He was subsequently released on bond two days later, on October 21.
