JOHNSON CITY, Tenn. (WJHL) – With the Tri-Cities region bracing for temperatures to dip below freezing, certain Salvation Army branches have initiated their white flag operations. However, not all locations are ready to offer this emergency service just yet. The Salvation Army in Bristol was one of the first to respond, raising its white flag on Sunday evening in anticipation of the expected nightly chill.
