Vincent Ballard is facing charges of aggravated murder, felonious assault and aggravated robbery.

JEFFERSON, Ohio — A 24-year-old man has been arrested in connection to a double shooting in Ashtabula County that killed a woman and injured a man earlier this month.

The Ashtabula County Sheriff’s Office arrested Vincent Steven Ballard of Conneaut on Thursday morning after he turned himself in to the Conneaut Police Department. The arrest came after county investigators spent “several days” searching for him. 

Ballard, who was arraigned in Ashtabula Municipal Court on Friday morning, is facing charges of aggravated murder, felonious assault and aggravated robbery.

According to investigations, Ballard and three other individuals went to a home on Eureka Road on June 14 to purchase drugs. Ballard and another male entered an old newspaper delivery truck that had been converted into a residence. 

Authorities say the man told deputies the shooting happened after two males came into the dwelling and attempted to rob them.

“When the victims told the subjects they didn’t have anything, one of the subjects fired shots at them,” according to a press release from the Ashtabula County Sheriff’s Office.

Forty-year-old Tina Wheeler of Kingsville died as a result of her injuries and a 42-year-old man was injured in the shooting.  

Police say that the two other individuals involved in the incident were arrested earlier this week on outstanding warrants and are being held in the Ashtabula County Jail on unrelated drug charges.
