Bodycam video shows woman screaming after cop brutally breaks her arm

A woman’s arm was snapped by a police officer who previously boasted ‘I violate every policy’, according to a lawsuit.

Kathleen Keitz mentioned that she was seated in her car outside a shop in Covington, Kentucky, last year after discovering that her boyfriend was unfaithful.

Things went from bad to worse for Keitz when police arrived responding to a report that she was suicidal.

Officer Douglas Ullrich, captured on bodycam, approached her vehicle, knocked on the window, and instructed her to exit so they could inspect it for weapons.

The 34-year-old woman insisted she was alright and requested to be left alone, but Officer Ullrich persisted, warning: ‘If you don’t step out, I will have to pull you out, and I really don’t want to do that.’

Keitz exited the truck quickly, provoking officer Ullrich and his colleague to grab her wrists and restrain her.

Ullrich then remarked, ‘I’m just trying to take control because you’re behaving erratically,’ before pulling her left arm as his fellow officer immobilized her right arm.

The footage contains a noticeable sound of something breaking followed by Ullrich’s startled reaction, ‘oh s***,’ as Keitz cries out: ‘Oh my god! Oh my god! I think you broke my arm! I think you broke my arm!’

The harrowing incident was captured by body cam footage and acquired by the Atlanta Black Star

According to the outlet, Keitz filed a lawsuit against the officers. It was one of the seven lawsuits against Ullrich in the past four years.

Officer Ullrich’s personnel records, published by the Star, state that he said ‘I violate every policy,’ in a 2014 text chat with other cops.

The cop has a long history of lawsuits against him for abuse of power – a total of seven in the past four years, according to the Star. 

In the incident involving Keitz, video shows how the Kentucky woman was restrained, with officers reassuring her they were there to help.

Keitz is heard saying to Ullrich: ‘Take me to jail because of cussing at you?’

He told her: ‘Yes, because you’re yelling and screaming and being an a*****e about it.’

Sean Sinacori, who is seen in Ullrich’s bodycam footage, asked her to turn around to cuff her.

Keitz initially seems to resist, according to the video, but the officers quickly pin her against the side of her truck again.

A visibly pained Keitz then tells the officer she thinks he broke her arm and his demeanor quickly changes.

He asks her to sit down and tries to calm her by letting her know that an ambulance was en route.

She screamed in pain for minutes until the medical staff arrived and asked her what had happened.

Keitz replied ‘ask them,’ in reference to the officers.

She filed a lawsuit against the officers involved.

In the lawsuit, Keitz mentioned that she had already had an interaction with police earlier that day when they questioned her about a neighbor and lawfully barged into her home.

The suit stated: ‘Throughout both encounters, Kathleen was subjected to unjustified aggression, physical intrusion, and egregious abuse of police authority.’

Ullrich has worked for the Covington department for almost 14 years, according to WCPO Cincinnati.

The Daily Mail has reached out to the Covington police department and Keitz for comment.
