Councillor's Lamborghini parked in council disabled bays without badge

A luxury vehicle owned by a Labour councillor has been spotted parked illegally in disabled spaces on two separate occasions. The vehicle, a Lamborghini, did not display the required blue badge.

Farhaan Rehman, who serves as the Labour councillor for Hounslow Heath in West London, is the proprietor of a £208,000 light blue Lamborghini Urus SE SUV. This high-end car was photographed twice occupying a disabled parking spot at the Hounslow House civic centre.

Ordinarily, individuals caught parking in disabled bays without appropriate authorization could incur a fixed penalty of £160.

However, there has been no official action taken against Mr. Rehman. Notably, his father holds a prominent position as the General Secretary of a major mosque in Hounslow, which is currently undergoing an investigation by the Charity Commission.

Attempts to reach Mr. Rehman for comments by the Local Democracy Reporting Service (LDRS) have not been successful.

In response, Hounslow Labour has confirmed to the LDRS that they are examining the circumstances surrounding the incident, as reported by MyLondon.

Just last week, a single mother was fined £1,000 for ‘fly-tipping’ an envelope next to some boxes when her council bins were full. 

Loretta Alvarez, 26, told the LDRS that if Councillor Rehman had indeed parked in the bays himself without a blue badge, it would make her feel as though elected officials conduct themselves differently to how ordinary members of the public are expected to act.

‘It [would make] you think, there clearly is a hierarchy, he thinks he can get away with it, and probably can because he’s a councillor. 

‘But me, a normal person, getting on, paying my bills, I’d have to pay that,’ Ms Alvarez said. 

Loretta Alvarez had placed the cardboard envelope on top of some boxes by the communal bins outside her flat in Feltham, west London, which are shared by 25 other households.

The mother of two assumed council workers would take the rubbish when they came to collect the waste, but was shocked to receive a penalty notice from Hounslow Council and was threatened with legal action if she did not pay. 

While the parking spaces used by Mr Rehman to park his Lamborghini are owned and managed by Hounslow Council, the local authority said it was a matter for Hounslow Labour. 

Labour councillor Rehman’s father, Shafiq Reham, is the General Secretary of Hounslow Jamia Masijd and Islamic Centre Mosque, one of the largest in the UK. 

The mosque is also being investigated by the Charity Commission over concerns about its governance and regulatory compliance. 

Worshippers and former staff at the mosque put their allegations to the government watchdog, the Sun reported last month, with concerns including ‘unaccounted for’ charitable funds and contracts allegedly being awarded to associates of the leadership team.

Probes were also launched by Hounslow Council and the Labour Party into individuals alleged to have a ‘stranglehold’ over the community. 

Jack Emsley, the conservative councillor for Chiswick Homefields, told the LDRS he believes Mr Rehman should be deselected as a Labour candidate ahead of the 2026 local elections, if he is found to have breached parking rules. 

He said: ‘Given the misery Hounslow Labour have caused residents in Chiswick, where they have raked in millions of pounds from PCNs for parking and traffic offences, I expect they will take a similar zero-tolerance approach to Cllr Rehman and dump him as a Labour candidate in next year’s elections.

‘Anything less would be an appalling double standard of one rule for Hounslow Labour councillors, and another for everyone else.’
