Henry Ruggs also had a loaded firearm in his vehicle during the time of his crash and that his blood-alcohol level was twice the legal limit.
The law seeks to charge Ruggs with two counts of driving under the influence causing death or substantial bodily harm. Apparently, his girlfriend, Kiara Washington was in the passenger seat and was injured in the crash.
If he is to be convicted, he would be heavily sentenced, possibly two to 20 years in prison.
After his appearance in Las Vegas Justice Court on Wednesday morning wearing a neck brace from the accident, he had his bail set at $150,000 with electronic monitoring.
