Dallas ICE attacker left notes calling agents human traffickers, vowing terror attack

A gunman with a well-thought-out plan for an attack targeted a Dallas Immigration and Customs Enforcement (ICE) facility, resulting in the death of one detainee and injuries to two others before ending his own life. Federal officials have labeled this act as terrorism, intended to spread fear among law enforcement.

Nancy Larson, who is the acting U.S. attorney for the Northern District of Texas, informed reporters on Thursday that this shooting was the third violent occurrence or threat directed at ICE facilities during her four months in office.

Larson reported that 29-year-old Joshua Jahn initiated the shooting from a rooftop and later died from a self-inflicted gunshot. She added that he appeared to have acted on his own.

Investigators said video from around 3 a.m. showed Jahn driving with a large ladder on his car, which they believe he used to climb onto the roof.

FBI Special Agent in Charge, Joseph Rothrock, stated that Jahn executed a thorough pre-attack plan, which involved observing ICE agents and gathering details about the office building.

He said Jahn acknowledged in his notes the potential for other casualties, knowing detainees were likely to be transported that morning.

“Jahn’s actions unfortunately led to the death of one detainee and injuries for two others,” Rothrock confirmed. “We have verified that Jahn legally purchased the 8 mm bolt-action rifle he employed in the attack back in August of this year.”

Authorities verified that several shots were fired but chose not to disclose the exact number, referencing the ongoing investigation. Officials also withheld the identities of the victims, explaining that notifications and cooperation with their families are still in process.
