A seasoned police lieutenant from Texas has been implicated in a disturbing case involving an undercover officer, who was posing as a 15-year-old girl. This revelation came to light through a recently disclosed search warrant.

Quoc Viet Ngo, aged 50 and a member of the Houston Police Department, was taken into custody last Friday. He faces charges of online solicitation of a minor after authorities from the Precinct 1 Constable’s Office alleged that he arranged a meeting with the supposed teenager following explicit online exchanges.

The investigation reportedly commenced on April 1, according to the search warrant. Ngo is accused of masquerading as a 28-year-old and initiating contact with the undercover officer by asking, “Are you cool and open-minded?”

Investigators assert that Ngo was aware he was conversing with someone he believed to be a 15-year-old, as evidenced by his messages stating, “Boo, it’s risky because ur 15,” and, “Damn … fine, I’m gonna make an exception … Are you attracted to Asians?”

The constable’s office alleges that Ngo sent graphic images of himself and requested similar photos from the girl. The warrant details his message, “Whenever I feel naughty, I just want to look at you.”

Additionally, Ngo is accused of distributing a “comfort level” questionnaire, listing intimate acts, and inquiring, “What are you good at from the list?”

At one point, investigators say Ngo broached the prospect of pregnancy, writing, “If you get pregnant by me, then I will marry you.”

Ngo asked the girl for her parents’ work schedules and whether they had any cameras installed in their home, according to the warrant.

When he showed up for their meeting, investigators say he brought condoms, alcohol, gummy bears, and donuts as well as a gun and ammunition.

Following his arrest, Ngo was relieved of his post at Hobby Airport.

He’s since been released from jail on bond but has been ordered to stay away from anyone under the age of 17 and to stay off the internet.

Our Houston sister station, ABC13 Eyewitness News, reached out to Ngo’s listed attorney, Dick DeGuerin, for comment. He said, “This was a setup from the get-go.”
