Palatka City Manager Marcia Carty returns amid investigation

Marcia Carty was put on paid leave last week after several employees raised complaints against her.

PALATKA, Fla. — After a nearly two hour discussion, the Palatka City Manager is keeping her job. At least for now. 

“I propose that we lift the administrative leave and allow Ms. Carty to resume her duties. From there, we, as a commission, can decide on the best way to proceed,” stated Commissioner Justin Campbell Sr.

Marcia Carty was placed on paid leave after three employees she supervises lodged complaints against her with the city’s human resources department. During a special commission meeting, there were discussions about the process of her being placed on leave and how the commissioners were informed about the allegations.

““I believe Mrs. Carty should have had the opportunity to hear from her employers as our only, hire,” said Campbell.

In the meeting, Mayor Robbi Correa highlighted that there have since been three additional complaints against Carty, although the specifics of the complaints were not discussed. It was also mentioned that no formal investigation into the complaints had been conducted.

“I am more inclined to ensure that all parties receive due care, diligence, and process. In the worst-case scenario, we will conduct an investigation to ensure she is afforded proper procedure,” Commissioner Rufus Borom commented.

Police Chief Jason Shaw has been acting as the interim city manager and will now serve as the acting assistant city manager while an independent investigation is conducted. Carty will be permitted to return to work during the investigation, with all her direct reports temporarily reporting to Shaw until the investigation is concluded.
