A Chinese national, residing illegally in the U.S., is facing charges for a tragic incident involving a tour bus crash in Tennessee. The crash resulted in the death of a woman and injuries to two others. The accused, 54-year-old Yisong Huang, was reportedly granted a Commercial Driver’s License (CDL) after being released into the U.S. under policies enacted by the Biden administration.
The incident occurred on December 9 when Huang allegedly crashed the tour bus he was driving into another vehicle, causing a multi-vehicle collision. The accident claimed the life of Kerry Smith and left two other individuals injured. Authorities have accused Huang of being distracted by a video on his phone at the time of the crash.
Information from the Department of Homeland Security (DHS) and the Department of Transportation (DOT) revealed that Huang entered the U.S. via the southern border in 2023. His entry was facilitated by the catch-and-release policies implemented during President Joe Biden’s administration, allowing him to remain in the country.
During his time in the U.S., Huang obtained a work permit, a Social Security Number, and a Class B CDL, which authorized him to operate the tour bus involved in the fatal accident.

Following the crash, Huang failed an English proficiency test that is required to obtain a CDL. DHS Secretary Kristi Noem said that “far too many innocent Americans have been killed by illegal aliens driving semi-trucks and big rigs,” and that “sanctuary states around the country have been issuing illegal aliens commercial driver’s licenses.”
“The Trump Administration is ending the chaos,” Noem said. “The brave men and women of ICE are working nonstop to get criminal illegal aliens out of our communities and off our roads.”
