An Illinois lawmaker is taking steps to prevent immigration enforcement officers, who joined under Donald Trump’s administration, from transitioning into police roles within the state.
State Senator Laura Fine introduced legislation following the recent incident where an ICE agent was involved in the tragic death of Minnesota resident Renee Good. Her proposed bill aims to prohibit those who became ICE officers during the Trump era from serving as state or local law enforcement personnel in Illinois.
“ICE is out of control, and Donald Trump needs to be held accountable as communities like ours and others across the nation are plagued by fear and violence,” Fine expressed to the Evanston Roundtable, a local Illinois news source.
She continued, “These officers are part of the president’s authoritarian agenda, and we must take all necessary actions to halt this while preventing further violence and loss of life.”
Senator Fine has consistently advocated for measures to restrict ICE’s influence, including efforts to prevent the agency from operating in ‘sensitive’ areas such as schools, hospitals, and daycares.
Similar efforts to limit ICE’s reach have been pursued by Democrats in various parts of the country.
In Tennessee, Democrat Representative Gabby Salina has introduced a bill, which would bar ICE from conducting operations at schools and churches.
Salinas herself immigrated from Bolivia to Memphis as a child.

A federal agent holds a crowd-control weapon, following an incident where a civilian’s car was hit by U.S. Immigration and Customs Enforcement (ICE) agents, after an ICE agent fatally shot Renee Nicole Good, in Minneapolis, Minnesota, U.S., January 12, 2026
‘What’s happening in other cities potentially can happen here in Memphis, and I don’t want us to lose a life or have these adverse events in schools where kids are supposed to be learning,’ Salinas said.
She also noted that ‘the Republican electorate has been very receptive’ to the bill, noting the ‘difference between elected Republicans and the electorate.’
In the wake of the shooting, ICE has claimed Good deliberately drove her burgundy SUV at agents, but witnesses dispute that version, with Minneapolis Mayor Jacob Frey calling it ‘bulls**t’.
Witnesses of the incident claimed Good and her wife, Rebecca, were allegedly acting as legal observers and filming the protest when she was shot.
State and local officials demanded ICE leave Minnesota after Good’s death. But President Donald Trump’s Homeland Security Secretary Kristi Noem has said her immigration enforcement agents are not going anywhere.
Previous Daily Mail reporting uncovered lax vetting of ICE officers as the Trump administration aimed to hire 10,000 agents by the end of 2025.
Since the intense recruitment campaign began last July, 584 recruits had failed out of the academy as of December 1, according to records reviewed by the Daily Mail.
Over the same period, the figures show that 558 agents had graduated, and another 620 were still in training.
The outrage over the fatal ICE shooting has also ensnared future funding for Noem’s DHS in Washington as Democrats are seeking stricter oversight of the agency.
Despite these tensions, negotiators have recently signaled renewed optimism that a formal spending agreement can still be reached, potentially by this weekend.
