TikTok’s USDS Joint Venture is dedicated to safeguarding American user data, applications, and algorithms by implementing extensive data privacy and cybersecurity protocols. This initiative aims to protect the U.S. content landscape with stringent trust and safety measures, ensuring accountability through regular transparency reports and third-party validations.
Data Security: The USDS Joint Venture will secure U.S. user data within Oracle’s reliable U.S. cloud infrastructure. A comprehensive data privacy and cybersecurity strategy will be executed, subject to audits and certifications from independent cybersecurity specialists. This program will comply with prominent industry standards such as NIST CSF, ISO 27001, and CISA Security Requirements for Restricted Transactions.
Algorithm Protection: The Joint Venture will manage the retraining, testing, and updating of the content recommendation algorithm using U.S. user data, ensuring its security within Oracle’s U.S. cloud environment.
Software Integrity: U.S. applications will be fortified through software assurance protocols, with ongoing review and validation of source code, supported by Oracle as the Trusted Security Partner.
Trust & Safety: The Joint Venture will have the authority to protect the U.S. content ecosystem by establishing and enforcing trust and safety policies, along with content moderation practices.
Managing the TikTok USDS Joint Venture are three primary investors: Silver Lake, Oracle, and MGX, each with a 15% stake. The consortium also includes Dell Family Office, investment firm of Michael Dell; Vastmere Strategic Investments, LLC, linked to Susquehanna International Group, LLP; Alpha Wave Partners; Revolution; Merritt Way, LLC, managed by Dragoneer partners; Via Nova, associated with General Atlantic; Virgo LI, Inc., the investment arm of a foundation by Yuri and Julia Milner supporting science; and NJJ Capital, Xavier Niel’s family office. ByteDance retains a 19.9% share in the Joint Venture.
