The premier admitted the visitor rules would be “particularly challenging” for share houses, which would have to do a “rotation”.
Mr Andrews clarified the two adults visiting a home must all be from the same household.
“They cannot be from multiple homes otherwise you got three, four homes visiting each other,” he said.
“One household, two adults and dependents, to your household, once a day, and you can receive no other visitors, simple as that.”
If just one member of a household visited another household, that would also count as the one visit per day – even if not all members visited that household.
