While many investigations over the years yielded no suspects, a recent attempt to learn about the babies’ parentage through genetic genealogy yielded a lead that led detectives to Matter.

Investigators got a court order to get a DNA sample from Matter, and BCA forensic specialists used Rapid DNA technology to confirm the match to both children.

Matter was taken into arrest by Goodhue County deputies and BCA agents at her Belvidere Township residence without incident at 6:38 a.m. Monday, 9 May 2022.

Second-degree murder with intent, not premeditated; a second-degree murder without intent has been charged in the complaint. 

The case is presently being held in the Goodhue County Jail, with a hearing scheduled for Tuesday in Goodhue County District Court. 

On December 7, 2003, the baby boy was discovered dead in Lake Pepin at the Methodist Campus Beach in Frontenac. A second child, a newborn baby girl discovered dead in the Lower Boat Harbor of the Mississippi River near Red Wing.

The incident happened on November 4, 1999, which also identified a Matter’s child through DNA testing according to keyc.com.

On Tuesday, the case will be heard in Goodhue County District Court. The news has made the nation concerned about how brutally Matter has taken her own children’s lives.

Jennifer Lynn Matter, who hails from Belvidere Township was recently identified as the child’s mother through DNA testing.

Matter was taken into custody by Goodhue County deputies and BCA agents at her Belvidere Township residence without incident on Monday morning.

She was charged with Second Degree Murder – With Intent in a complaint.
