The Victorian Government has changed its bail laws for the second time this year.

Recent stats show crime has increased in Victoria by 17 per cent year-on-year.

There has also been an 18 per cent spike in youth crime, taking it to the highest level since 1993.

As part of the changes, Allan said a new bail test will apply to offenders out on bail who then commit serious crimes such as armed robbery or carjacking.

In theory, it increases the likelihood that bail is refused and aims to prevent reoffending.

The second strike rule is targeted at individuals who are accused of repeat offending for more serious crimes, including assault, sex offences and serious drug offences.

This means the bail test for a repeat offender will be higher than it would be for a first-time offender.

Some offences, such as low-level drug possession, will not be subject to this change.

Allan said the tougher laws were required to keep all Victorians safe.

“We said we needed to go further under our tough new bail laws to keep Victorians safe and that is what we are delivering,” she said in a statement.

“Victorians are rightly disgusted with repeated, violent offending, now our bail laws are the toughest in the country, because community safety will always come first.”
