The policy changes included reinstating spit hoods in youth detention centers, a practice previously banned by the former NT Labor government following a royal commission into juvenile justice and child protection in the NT.
The amendments also expanded the criteria for using detention instead of considering it a last resort for children, broadened the scope of reasonable force for Youth Justice Officers, and increased the number of offenses that bypass youth diversion programs in favor of incarceration.

The Australian Human Rights Commission has expressed concerns that the NT Government’s legislation is discriminatory and a complaint from human rights lawyers and Indigenous leaders has been filed with the United Nations.
