PALM COAST, Fla. – New restrictions may soon apply to e-bike riders in Palm Coast. This week, the Flagler County sheriff introduced a draft ordinance to the Palm Coast City Council, suggesting changes in e-bike usage within the city.

The proposed regulation would prohibit children under 13 from riding e-bikes, restrict speeds to 10 mph on most sidewalks, and bar the use of AirPods or headphones while riding.

“I see them going way too fast and often when they come up to crosswalks, I don’t see them stopping half the time,” Palm Coast resident Eric said.

While some e-bike riders told the city council the proposed rules are too harsh, many Palm Coast drivers welcomed the changes.

“I’ve had experiences with almost running people over on e-bikes because they’re not following the rules,” resident Nick said.

Flagler County Sheriff Rick Staly, who contributed to the ordinance’s drafting, mentioned that current laws don’t sufficiently empower deputies to manage e-bikes effectively.

Under the proposed ordinance, anyone breaking the new rules could face a $100 fine or even have their bike confiscated.

“Many e-bikes are modified beyond legal limits, surpassing state speed regulations. We’ve encountered a fatality and several injuries as a result,” Staly stated.

Presently, state law permits local governments to enact their own e-bike regulations. Additionally, Staly is collaborating with sponsors to promote a state bill that aims to unify e-bike laws throughout Florida.

“E-bike users must be aware of varying local ordinances throughout Florida’s numerous cities and 67 counties,” Staly highlighted.

The Palm Coast ordinance will be up for council approval at their meeting on Tuesday morning.
