An Army gynecologist, known for his tenure at several U.S. military hospitals, is currently under criminal investigation for allegedly filming patients during private medical exams.

Blaine McGraw, who practiced at the Carl R. Darnall Army Medical Center in Fort Hood, has been suspended following accusations from a patient. This led to a probe by the U.S. Army’s criminal investigation division, after she claimed he recorded her body without her permission.

A civil lawsuit was lodged on November 10 in Texas, alleging that McGraw exploited his medical role to manipulate and covertly film women under his care.

In the lawsuit, a military spouse, referred to as Jane Doe, alleged that McGraw subjected her to invasive breast and vaginal examinations, which were unnecessary and degrading.

She recounted seeking medical help for pelvic pain, hormonal issues, and uterine health concerns, only for the examination room to become a setting for her exploitation.

According to the lawsuit, McGraw’s conduct over seven to eight appointments was unrelated to Jane Doe’s medical conditions.

The filing said: ‘Jane Doe sought legitimate medical treatment but instead was subjected to invasive, unnecessary, and degrading touching, voyeurism, and covert filming.’

The woman claimed army leadership had ‘dismissed the warnings’ about McGraw and ‘laughed off credible allegations’ before allowing McGraw to ‘continue practicing.’

‘The Army gave cover to a predator in uniform,’ the lawsuit alleged.

Andrew Cobos, Jane Doe’s lawyer, told the Daily Mail he was representing more than 65 of McGraw’s alleged victims.

‘Ultimately my clients believe in transparency and hope that the Army is forthright in investigating claims and sharing information about past inquiries or investigations into complaints about McGraw,’ Cobos told the Daily Mail.

He noted that the Army needed to address the ‘epidemic of sexual abuse and tolerance.’

‘We hope that Congress will provide the appropriate oversight and scrutiny that will allow the Army to emerge from this scandal with a greater emphasis [on] sexual misconduct within its ranks,’ he added.

Other women have also accused McGraw of sexual misconduct. He has not been charged with any criminal wrongdoing.

A woman who said she had been McGraw’s patient in Hawaii told NBC News that McGraw’s camera had been pointed towards her during all of their appointments.

She claimed to NBC News that the doctor had told her that ‘if things were different,’ he would ‘leave his wife’ for her.

The lawsuit filed by Jane Doe said that ‘justice does not end with McGraw.’

It added: ‘The United States Army itself must answer to these military families—wives and daughters—for the culture of silence and indifference that allowed McGraw’s sexual misconduct to thrive behind the shield of its uniform.’

Jane Doe is described as a military spouse living in Texas. The lawsuit said her identity was being concealed for her safety.

According to the lawsuit, Doe sought treatment for pelvic pain, hormone irregularities and uterine health. She believed the Army hospital ‘would honor her dignity,’ per the complaint.

McGraw is accused of regularly conducting ‘intimate examinations’ without nurses present to supervise.

The gynecologist allegedly made inappropriate comments to Jane Doe about being able to see ‘all of her tattoos’ or how her breasts ‘look great’ since her ‘surgeon did a great job.’

On October 14, Jane Doe was set to undergo a ‘routine pelvic examination.’

However, McGraw allegedly ‘pretended to receive a call from a nurse’ on his phone and then placed it in his breast pocket with the camera facing out, according to the complaint.

McGraw allegedly asked Jane Doe to ‘remove her pants’, with his phone capturing ‘every private, intimate moment and organ’ without her knowing.

The lawsuit said: ‘That day, inside a federal military hospital, Jane Doe’s most private boundaries were breached, her dignity stripped away, and her sense of safety shattered.’

The Army’s criminal investigation division called Jane Doe on October 17 and told her McGraw had been ‘secretly filming multiple female patients during their medical appointments,’ per the lawsuit.

She was also shown photos found on McGraw’s phone that ‘unmistakably depicted’ her body during the October 14 examination.

Investigators also allegedly told Jane Doe that McGraw had recorded ‘nearly the entirety of her final appointment, including both the breast and pelvic examinations.’

According to the lawsuit, investigators also ‘confirmed that McGraw had multiple devices that contained images and videos of his female patients.’

It was unknown whether McGraw had shared or published the photos and videos.

The lawsuit further accused McGraw of a pattern of ‘predatory behavior’ extending as far back as 2019, when he worked at Tripler Army Medical Center in Hawaii.

Per the legal filing, ‘at least one female patient’ had filed a complaint against McGraw for recording her pelvic examination on his phone.

However, the gynecologist’s higher–ups allegedly ‘dismissed the complaint’ and ‘laughed it off.’

The lawsuit also alleged that McGraw had ‘induced the labor of a pregnant patient against her explicit wishes’, which ‘stripped her of the fundamental right to make decisions about her own body.’

It was claimed that the Army doctor had made other suggestive comments in the past.

The lawsuit alleged McGraw told a patient that her ‘vagina looks pretty’ and then touched her ‘most intimate sexual organs’ while ‘making sexually suggestive comments.’

Meanwhile, the filing said, the Army’s ‘posture was one of indifference and avoidance, not urgency or accountability.’

Daniel Conway, McGraw’s lawyer, told the Daily Mail that he was frustrated with how the Army’s criminal investigations division was handling the doctor’s case.

‘I do not think that the evidence is going to support 65 allegations,’ Conway said.

He added: ‘They’ve sent out thousands of letters soliciting his former patients, and sometimes in instances when there was no reason to believe that they may have been victims.

‘I can tell you that I’ve seen no evidence that he’s ever touched a patient in a way that was not medically indicated.’

Conway said McGraw would remain cooperative and claimed the Army’s process sending out ‘thousands of letters’ was ‘leading to a lot of misinformation out there.’

He told the Daily Mail: ‘I think that’s leading to a perception that this case is much larger than it probably really is going to be – and I think it’s leading to, really, an unfair process for Dr. McGraw.’

Conway added that McGraw had not been charged with any crimes. 

A statement from Fort Hood on October 28 said a doctor – without naming him – at Carl R. Darnall Army Medical Center had been ‘suspended from his position and is no longer providing services to patients.’

Fort Hood’s investigation into the doctor began ‘within hours of a patient’s allegations,’ the statement added.

Army officials said they would be contacting ‘all patients seen’ by the doctor during his stay at CRDAMC – ‘even if there is currently no indication to believe they have been affected by the alleged misconduct currently under investigation.’

Tripler Army Medical Center told told the Daily Mail it was ‘committed to the well–being of our patients.’ 

Tripler confirmed McGraw had been a resident trainee in the gynecologic surgery and obstetric residency program from June 2019 to June 2023. 

The center added that it was ‘in the process of notifying patients who were seen by a former resident’ in that program between those dates and that the ‘provider is the subject of a criminal investigation by the Army Criminal Investigations Division.’

Tripler director Col. William Bimson said: ‘I know this information is incredibly upsetting to them, and we are here to provide support. We have many resources to offer, and we want to hear their concerns and help them get the medical care and other support they need.’ 

The Daily Mail reached out to Fort Hood for further comment.
