Trump vows immediate 100% tariff if countries levy digital services tax

President Trump is warning that countries imposing taxes on U.S. digital services companies could face a 100% tariff on goods they export to the United States.

In a social media post Friday, Mr. Trump singled out European nations weighing what are known as digital services taxes. The measures are designed to target companies that generate revenue in a country without maintaining a physical presence there and, as a result, may not pay local income taxes.

“European Countries have been discussing the imminent implementation of a Digital Services Tax on American Companies,” he said on Truth Social. “Some of these Countries are close to actually doing this. Please let this statement serve to represent that any Country that imposes such a Tax will immediately be met with a 100% TARIFF on any and all Goods sent to the United States of America.”

Mr. Trump said any new U.S. tariff would supersede existing trade agreements with the affected country. He added that the 100% import duty would take effect immediately if a nation moves forward with a digital services tax.

About half of the European members of the Organisation for Economic Co-operation and Development have either proposed, announced or enacted a digital services tax, according to the nonpartisan Tax Foundation. The group says such taxes would largely fall on U.S.-based companies.

The warning comes as Mr. Trump has set a July 4 deadline for the European Union and the United States to complete a trade agreement that would limit tariffs on most EU exports to 15%. Digital taxes were not included in that deal and have continued to be a source of tension between Washington and Brussels.

Mr. Trump made similar threats during his first term, when his administration pushed back against countries pursuing digital tax policies. In 2020, the Office of the U.S. Trade Representative opened investigations into nine European Union countries that had adopted or were considering such taxes.

Last year, Mr. Trump again threatened new tariffs on countries that adopted digital taxes, writing in an August 2025 post that digital taxes and regulations were aimed at undermining American companies.

“America, and American Technology Companies, are neither the ‘piggy bank’ nor the ‘doormat’ of the World any longer. Show respect to America and our amazing Tech Companies or, consider the consequences!” he wrote at the time.
