A California judge has been charged after a collision that killed a bicyclist, putting her on the other side of the legal system this week.

Kings County Superior Court Judge Kendra Weber faces one count of vehicular manslaughter without gross negligence, according to a criminal complaint filed Monday.

The California Attorney General’s Office filed the charge and announced it in a brief press release. The complaint provides few details about the September 2025 crash that killed 63-year-old Leroy Garcia.

The complaint alleges that Weber “did unlawfully, and without malice, kill Bryan Leroy Garcia, a human being,” while driving either during an unlawful act that did not rise to the level of a felony or during a lawful act carried out in an unlawful manner. The filing states that neither circumstance involved gross negligence.

The fatal collision happened late on Sept. 15, 2025, on Hanford Armona Road east of 16th Avenue in Lemoore, a community about 30 miles south of Fresno, according to the California Highway Patrol.

CHP said Garcia was riding a Felt Z85 bicycle while a woman driving a 2019 Subaru Forester traveled in the same westbound direction toward 16th Avenue.

The bicyclist was riding along the road’s “painted solid white roadway edge line” when the Subaru struck him, according to state troopers.

“As the driver of the Subaru approached the rear of the bicyclist, the driver of the Subaru failed to allow sufficient clearance,” a press release obtained by Law&Crime states. The Subaru’s right front then hit the back of the bicycle, ejecting the rider, who was pronounced dead at the scene.

Authorities said alcohol and drugs “are not believed to be a factor in this crash.”

“This tragic incident serves as another reminder to stay alert and share the road,” the CHP release said.

Troopers said Garcia was not wearing a helmet. Weber remained at the scene after the crash, according to Fresno-based ABC affiliate KFSN.

The CHP provided additional information in comments to The Fresno Bee.

“We usually do not physically arrest for this crime, unless there was some type of malice, or intoxication, which did not seem to be the case here,” CHP Lt. Michael Wofle told the newspaper. “We usually submit an arrest report later with the DA’s office for review, which happened in this case.”

Gov. Gavin Newsom appointed Weber to the bench in 2023.

Before becoming a judge, Weber served as an administrative law judge with the Board of Parole Hearings, worked as an attorney for the county’s Child Support Services, served as a Kings County deputy district attorney and practiced privately, according to the Los Angeles Times.

No court date has been scheduled.
