ELIZABETHTON, Tenn. — A tragic incident unfolded in Carter County on November 22, where a 78-year-old man lost his life in an officer-involved shooting. The Tennessee Bureau of Investigation (TBI) confirmed the identity of the deceased as James Owen Reynolds.
