Coroner Elisabeth Armitage of the Northern Territory has released her findings concerning the circumstances surrounding Didbala’s tragic end at an Intensive Residential Care (ITRC) house in Katherine, overseen by the non-profit entity CASPA (Child and Adolescent Specialist Programs and Accommodation).
“None of the attending police had received any specific training in dealing with ‘at risk’ young people,” she said in her report.
“Sadly, the systems and agencies she was connected with ultimately failed to deliver the care she required,” the coroner said.
She noted this was already happening in other jurisdictions such as New South Wales.
Territory Families acknowledged “it should have taken additional measures to collaborate with Didbala and her family to create a clear strategy for Didbala’s care involving strong, stable, and suitable family and to ensure that the individuals chosen to care for Didbala were informed about her needs and involved in her care.”
