A woman once at the centre of one of New Zealand rugby’s most talked-about early-2000s moments has launched legal action against Victoria Police, alleging an officer used the state’s CCTV network to monitor her.
Sam Hansen, 43, is expected to face Wyndham Magistrates’ Court on Wednesday on charges of accessing and disclosing police information, following a formal complaint made in April 2025 by his former partner, Lisa Lewis.
Ms Lewis, 44, claims Hansen accessed government surveillance systems during their relationship and used CCTV cameras to observe her movements.
Daily Mail can reveal the OnlyFans creator has retained prominent law firm Robinson Gill, a practice known for handling alleged police misconduct, prison misconduct and abuse-of-power matters, to act for her in a civil case before the Supreme Court of Victoria.
According to a statement of claim filed with the court, Hansen was serving as a Victoria Police member in 2024, around the time his relationship with Ms Lewis began to deteriorate.
The documents allege that on New Year’s Day last year, Hansen displayed live CCTV images of Geelong to Ms Lewis, accessing Victoria Police information systems through his phone and/or laptop.
Ms Lewis also alleges Hansen used the Victoria Police surveillance network to view CCTV cameras while she was attending an event at Southbank in Melbourne.
‘Hansen communicated his surveillance of the Plaintiff to her at the time of the unauthorised surveillance,’ the writ stated.

Ms Lewis’s lawyers claim Hansen’s alleged behaviour caused her to suffer an injury, which she ought now be compensated for by the State of Victoria.
‘The Unauthorised Sharing and the Unauthorised Surveillance were performed without authorisation and for no proper function associated with Hansen’s duties,’ documents stated.
Lawyers claim Hansen’s actions were contrary to his training and had nothing to do whatsoever with his duties as a police officer.
‘The Unauthorised Surveillance was in the purported discharge of Hansen’s duty as a police officer and was done maliciously with the intention to breach the Plaintiff’s privacy, to harm or harass the Plaintiff, and to cause the Plaintiff mental distress or with reckless indifference to same,’ it was stated.
Ms Lewis’s legal team has slammed Victoria Police for what it described as a ‘breach of its duty of care’ and failure to properly supervise its employees, officers and agents. She is seeking damages.
While under investigation, Hansen was stood down from his normal duties and moved to a different unit before being charged eight months later.
Ms Lewis first hit headlines after streaking at an All Black rugby test and selling the bikini she’d worn on Trade Me, a Kiwi auction and classifieds website. She also gained notoriety as New Zealand’s first topless newsreader on the now defunct Alt TV channel.

In 2023, she made news in the Northern Territory when she accused its police department of discrimination, claiming that they rejected her application to become a cop due to her line of work.
Ms Lewis told Daily Mail in June she first met Hansen on Tinder in November 2024 and the pair began dating.
She claimed she was smitten with the officer after being taken to high-end restaurants.
‘I was attracted to him, he was tall and I liked that, and our life goals like marriage and so forth aligned,’ she said.
When the couple met up after the gala ball, Ms Lewis said she told Hansen she was worried she would be running late because of red traffic lights.
She said Hansen then allegedly showed her CCTV videos on his phone of her driving that same evening.
The couple ended their relationship soon afterwards.
Ms Lewis made an official complaint to his superiors, but after months of waiting she feared police chiefs were not taking the matter seriously.

‘In relation to the writ, as the matter is before the court, it is not appropriate for us to comment,’ a Victoria Police spokesperson said on Tuesday.
‘The member is currently transferred to other duties.’
Ms Lewis said she disclosed her history to Hansen when they first began dating.
‘On our first date I was very honest about my life and what I do for a living,’ she said.
‘I am a sex worker so I wanted him to know that.
‘He said that he had seen a lot, being a police officer, so me being a sex worker didn’t bother him.’
Ms Lewis said the relationship progressed quickly, with Hansen ‘showering’ her with gifts and sharing details of his work life.
She told Our News Outlet she had no choice but to report him to authorities.
