CIA contractor allegedly leaks highly-sensitive info to his lover

A CIA contractor is accused of misusing his access to highly classified national defense information, allegedly sharing sensitive material with a romantic partner whose journalism career he hoped to advance in Washington, DC.

Ian Brinksman, 42, could face a decade behind bars if convicted of allegedly providing classified US reports—including information related to Israel—to the journalist, who later published some of the material on Substack.

According to an affidavit cited by investigators, Brinksman wrote in an email in November 2025 that he wanted to support the woman he was dating and help establish her independent media business. The message was sent months before he allegedly began accessing the classified records.

“I’m still laying low and trying to figure out what’s next, once the dust finally settles,” Brinksman allegedly wrote to a friend. “The lady I’ve been seeing is a journalist and recently went independent. So I’ve been helping her get that off the ground.”

He reportedly added that her work centered on foreign policy and said he was finding unexpected “enrichment” and fulfillment through his involvement.

Brinksman was arrested Friday after federal authorities searched his home in Washington, according to a Department of Justice (DOJ) press release.

Prosecutors have charged him with illegally transmitting national defense information, an offense carrying a potential sentence of up to 10 years in federal prison.

“The FBI arrested the subject after he was caught allegedly betraying his oath and leaking classified defense information,” FBI Director Kash Patel said.

Officials have not named his lover, but she appears to be Aída Chávez (pictured), an independent journalist who publishes the Capital & Empire newsletter, focused on 'reporting on Congress, War, and political economy'

“Safeguarding America’s secrets is a core counterintelligence priority for this FBI,” Patel said. He warned that government personnel accused of abusing positions of trust, risking national security or endangering US service members would face the full force of the law.

CIA Director John Ratcliffe also condemned the alleged disclosure of classified material, saying it could create serious dangers for national security, intelligence sources, active operations and agency personnel.

“There is absolutely zero tolerance for leaking,” Ratcliffe said, adding that anyone who violates their oath would be held responsible and prosecuted to the fullest extent permitted by law.

Brinksman started working for a US government agency in 2020. Two years later, in September 2022, he moved to a private company that provided services to the same agency, working as a systems integration developer.

The criminal complaint states that he possessed a top-secret clearance and access to Sensitive Compartmented Information, commonly known as SCI. He was working as a CIA contractor at the time of his arrest.

The alleged recipient has not been publicly named. However, investigators appear to have identified her as Aída Chávez, an independent journalist who publishes the Capital & Empire newsletter, described as a publication covering “Congress, War, and political economy.”

Chávez has since made her social media profiles private. The affidavit states that one of her accounts previously included the message: “I also accept leaks.”

Investigators say at least five articles she published in 2026 included confidential details and dates corresponding with information in the FBI affidavit. Other reports appeared to suggest that she had access to an undisclosed insider.

She allegedly received top-secret intelligence from Brinksman for her Substack stories, some of which drew hundreds of clicks to her author profile, the documents allege.

‘Over the past year, I’ve published reporting based on classified CIA assessments that I believe the public deserves to know about,’ she wrote in a fundraising article reportedly published last month.

In an October 5 article co-published with Drop Site News, Chávez detailed a secret CIA report warning that Israel risked descending into civil war or even collapsing amid its conflicts in Gaza, Lebanon and Iran.

Officials also highlighted a separate article revealing private discussions between Israel and the US over Jerusalem’s efforts to persuade the Trump administration to take more aggressive action against Tehran.

The communications reportedly exposed Israel’s push for the administration to kill senior Iranian negotiator Mohammad Bagher Ghalibaf, a report that was later confirmed by major publications.

In another instance described in court documents, Brinksman and Chávez collaborated on edits to an article about Middle East geopolitics using a shared Google document in March 2026.

Investigators, however, said the piece did not contain any information they had identified as classified.

The couple exchanged more than 800 phone calls over the past year, officials revealed. At times, Brinksman allegedly contacted Chávez just minutes after accessing classified information.

‘As alleged, Brinksman reached far outside his own duties to obtain some of our Nation’s most closely held secrets and handed them to a romantic partner he knew intended to publish them,’ John Eisenberg, assistant attorney general for national security, said in a statement.

‘That is not carelessness. It is a betrayal of his oath and the American people who entrusted him to fulfill his duties honorably,’ he added.

Chávez, who previously worked for The Hill and contributed to The Washington Post before launching her Substack, has not been charged with a crime.

She has previously been spotted rubbing shoulders with left-wing streamer Hasan Piker and The Young Turks founder Cenk Uygur, posing for photos with both.

The FBI’s Chicago Field Office is investigating the case with support from its Washington Field Office.

Prosecutors from the Justice Department’s National Security Division and the US Attorney’s Office for the Eastern District of Virginia are also involved.
