Maniac who fatally stabbed Ukrainian could receive death penalty

A career criminal, whose brutal act was captured on surveillance, now stands on the brink of a potential death penalty following a fatal stabbing incident involving a Ukrainian refugee. The individual in question, Decarlos Brown Jr., aged 34, has been formally indicted by a federal grand jury.

According to WBTV, Brown faces charges related to violence against a railroad carrier and mass transportation system resulting in death. This development on Wednesday marks a significant step in the legal proceedings against him.

The indictment highlights Brown’s eligibility for the death penalty, a consequence linked to his previous conviction in 2015 for robbery with a dangerous weapon. This prior conviction plays a critical role in the current case’s potential outcomes.

Lauren Newton, the attorney representing the family of the victim, Iryna Zarutska, expressed satisfaction with the grand jury’s decision to indict Brown. “We are hopeful for swift justice,” she remarked, reflecting the family’s desire for resolution.

The tragic incident occurred on August 22 when authorities say Brown attacked 23-year-old Zarutska from behind on a Lynx Blue Line train in Charlotte, North Carolina. The attack involved multiple stabbings with a pocket knife, underscoring the violent nature of the crime.

Shocking surveillance footage from the scene showed the suspect watching Zarutska for some time after she sat in the row in front of him, before taking what appeared to be a blade from his pocked.

Brown then stood up and loomed over the Ukrainian refugee, swinging the knife at her as she sat on her phone.

As Brown then exited the train, he left behind a trail of blood – though other passengers did not seem to realize the murder that occurred in front of them.

Video then showed Zarutska curled up with her knees against her chest and her hands over her mouth while she looks up at her attacker. About 15 seconds later, she fell to the floor. 

At that point, passengers started making frantic phone calls to the Charlotte police.

‘A man just f***ing stabbed this woman for no reason. I was standing right beside her,’ one man said during a three-minute call on August 22, according to the New York Post. ‘Please hurry, she’s bleeding. She’s bleeding a lot.’

Another caller, when asked if he needed firefighters or police, responded, ‘Police, man. This girl just got stabbed on the train.’

‘I think she’s dead, man,’ he added as sirens could be heard in the background. ‘The firetrucks just got here but there’s no police presence, and the guy that did it is standing over here on the ramp.’

A third witness told the dispatcher that Zarutska — who came to the United States in 2022 to flee the violence in Ukraine after Russia’s invasion — was ‘not responsive.’ She added that bystanders were trying to stop the bleeding by putting pressure on her wounds.

‘This lady just got stabbed. There is a lady on the ground with a lot of blood…we didn’t see it,’ the caller said.

The senseless nature of Zarutska’s murder, plus the fact that Brown had been released after a misdemeanor charge months before the crime, has made it a political flashpoint for Republicans and the Trump administration. 

‘For far too long, Americans have been forced to put up with Democrat-run cities that set loose savage, bloodthirsty criminals to prey on innocent people,’ President Donald Trump said on September 9 in an Oval Office address.

‘In Charlotte, North Carolina, we saw the results of these policies when a 23-year-old woman who came here from Ukraine met her bloody end on a public train,’ he added. ‘A beautiful young girl that never had problems in life, with a magnificent future in this country and now she’s dead.’

Brown has spent most of his life in and out of prison, spending five years behind bars for the armed robbery.

He was released in September 2020 and went right back to his old ways.

The career criminal’s most recent arrest before Zarutska’s killing came on January 19, when he was taken into custody for ‘misuse of the 911 system’.

He called the authorities while police were conducting a welfare check on him. He made the call to 911 because officers told him there was nothing they could do about the ‘man-made’ material in his body he claimed was controlling his every move.

That aligned with what Brown’s sister claimed he told her in a jailhouse phone call.

She said he believed the government had planted foreign ‘materials’ into his brain and they had been in control of his actions when he pulled the knife on Zarutska.

‘I strongly feel like he should not have been on the streets at all,’ Tracey said. ‘I’m going to be honest. I’m not blaming anyone for his actions, except for the state. I’m blaming the state for letting him down as far as seeking help.’ 

Brown now remains behind bars as he awaits trial.

In addition to the federal charges, Brown is facing first-degree murder charges at the state level. Both crimes can now be punished with life in prison or the death penalty, after North Carolina Governor Josh Stein signed a bill into law earlier this month reinstating the use of the death penalty in the state.

There had previously been a moratorium on the death penalty in North Carolina since the early 2000s. 

The new law, entitled ‘Iryna’s Law,’ also aimed to end cashless bail and expedite death penalty cases in the Tarheel State.

It was signed into law by Stein on October 3, though he took issue with a provision that would give prisoners the option of choosing death by firing squad, which he called ‘barbaric.’

He said there would be no death by firing squad while he is in office.
