Putin agrees to trilateral talks with Ukraine, US to end war

WASHINGTON — Russian President Vladimir Putin has agreed to resume trilateral negotiations with the United States and Ukraine aimed at ending the war, a Kremlin official told reporters Wednesday.

Yuri Ushakov, Moscow’s foreign affairs adviser, said Putin agreed “in principle” to continue peace talks after Nov. 10. His comments followed a meeting with US special envoy Steve Witkoff in St. Petersburg.

Witkoff met Tuesday in Oslo, Norway, with Ukrainian President Volodymyr Zelensky and European leaders to review a proposal covering security guarantees for Kyiv, funding for Ukraine’s economic recovery and other provisions. He then traveled to Russia to present the plan to Putin.

After meeting with Witkoff, Ushakov said future US-Russia-Ukraine talks would focus on “building a security system for Russia and Ukraine after the conflict ends.” A source previously told The Post that the issue was also included in the peace proposal.

The shift marks a reversal for Putin, who had resisted holding summits with Trump and Zelensky to negotiate an end to the more than four-year war.

Trump had also suggested excluding the embattled Ukraine from trilateral negotiations after lashing out at Zelensky last week over Ukrainian strikes on Russian energy facilities. Instead, he floated the idea of holding talks with China and Russia.

The president has complained that Ukrainian drone attacks on Russian oil refineries have disrupted global energy markets. His concerns prompted him to announce an Oct. 9 agreement with Putin to waive sanctions and purchase some of the affected exports.
