10 alleged noncitizens indicted in massive California voter fraud investigation

Ten alleged noncitizens were indicted Wednesday on federal election fraud charges, marking the latest prosecutions in what authorities have described as the largest voter fraud crackdown in California history.

The indictments bring the total number of defendants in the sprawling Southern California investigation to 28. Prosecutors allege the suspects illegally registered to vote and cast ballots after falsely claiming to be US citizens.

Those indicted Wednesday include Alexander Muñoz and four other people arrested Oct. 19, three defendants who had previously appeared in court, and two alleged fraud suspects who remain at large.

Los Angeles County District Attorney Bill Essayli highlighted the latest court developments on social media.

“Our work continues,” Essayli wrote on X. “Today, a federal grand jury returned 10 indictments against noncitizens who registered and voted in California elections as part of Operation Protect the Vote.”

Muñoz was among those arrested in October, when Homeland Security Investigations agents arrived at the Belizean national’s home in the City of Commerce at around 6 a.m.

The California Post witnessed agents quickly take Muñoz into custody. As armed officers led him away, a family member mocked them, shouting: “You all need to get a job.”

Prosecutors allege that Muñoz fraudulently registered to vote in September 2019 by claiming to be a US citizen. He allegedly voted in the 2020 election, twice in 2022 and again in 2024.

Another defendant indicted Wednesday was Muhammad Khan, 50, of Anaheim. The Pakistani national is accused of submitting a ballot while falsely claiming to be a US citizen.

Ana Domínguez, 60, a Salvadoran national who lives in Long Beach, was also indicted. Prosecutors allege she fraudulently registered to vote in July 2006 and later made a false statement on naturalization paperwork in March by claiming she had never registered.

Domínguez, José Antonio Bañuelos-Díaz and Jesús Narez-Madrigal were among those arrested during the Oct. 19 operation, along with Khan and Muñoz.

Additional arrests followed in the ensuing days. Carlos Antonio Galeas and Flavio Alejandro Zúñiga were arrested Oct. 20, while Amandeep Kaur was taken into custody Oct. 26.

Federal authorities said investigators identified the suspects using a list of more than 20,000 people believed to be noncitizens who had registered to vote in California ahead of the November midterm elections.

The defendants face various federal charges, including making false statements on naturalization applications.

Two suspects in Essayli’s jurisdiction remain fugitives.

One is Axel Giovani Prera García, 46, a Guatemalan national and Pico Rivera resident. Prosecutors allege he fraudulently registered to vote in 2002 and 2005, then made false statements about those registrations on naturalization paperwork filed in June 2025.

Federal authorities are also seeking Ernesto Gutiérrez Ruvalcaba, 57, a Mexican national from Wilmington. He allegedly registered to vote illegally in February 2024 by falsely claiming to be a US citizen, then cast a ballot one month later.
