Describing the scheme, Essayli recounted how the suspect, 66-year-old Paul Richard Randall from Orange County, siphoned $200 million from the Medi-Cal system. This was possible because California had temporarily suspended its fraud-prevention measures on their website, enabling such criminal activity to flourish unchecked.

“He exploited the system to the tune of $200 million in just 11 months,” Essayli emphasized. “If one person could do this, imagine the extent of fraud that could be happening across California.” This statement underscores the broader implications and potential vulnerabilities within the state’s healthcare system.

Federal prosecutors revealed that Randall, operating under a business named Monte Vista Pharmacies, inundated the Medi-Cal system with fraudulent claims for expensive prescription drugs. These claims were often for medications that were unnecessary or never actually distributed to patients.

During the period from May 2022 to April 2023, the pharmacy submitted claims totaling over $269 million, receiving payments exceeding $178 million for 19 expensive drugs. These drugs were notably manufactured using inexpensive generic ingredients, further highlighting the deceptive practices employed in the scheme.
