America’s commuters under siege as violent transit crimes endanger blue cities

The individual accused of fatally attacking a young woman on a North Carolina light-rail train has been found mentally unfit to participate in his federal trial, following a psychological assessment.

Decarlos Brown Jr., aged 34, faces charges for the deadly stabbing of 23-year-old Ukrainian national Iryna Zarutska. The tragic incident took place aboard the Lynx Blue Line light-rail in Charlotte on August 22, 2025.

Brown is set to be transferred to a specialized facility under the supervision of the U.S. attorney general. The aim is to provide treatment that could help him regain his mental competency. Should his condition improve, the federal proceedings might be reinstated.

If the federal case advances, Brown could potentially face the death penalty. However, legal protocol dictates that an individual deemed incompetent cannot undergo trial or be executed.

Brown’s federal indictment includes charges of committing violence against a railroad carrier and a mass transportation system, leading to a fatality.

The hearing comes after a Bureau of Prisons evaluation found on May 7 that Brown was incompetent to stand trial for his state charges.

The finding followed what officials described as a lengthy process that included interviews and a review of medical records.

Brown is accused of murdering Zarutska on the Charlotte train. Surveillance video shows Zarutska entering the train car and sitting down in front of Brown.

Roughly four minutes later, Brown allegedly pulled a knife from his pocket and stabbed her three times from behind before departing the train.
