Illegal immigrant who killed American woman outside her home walks free decades later – then into ICE custody

Immigration and Customs Enforcement (ICE) apprehended a Vietnamese national residing illegally in the U.S. after he was released from prison, where he served time for the murder of a Texas woman three decades ago.

Nahn Tu Hoang was convicted of fatally shooting 32-year-old Sarah “Kathy” Arceneaux in her Port Arthur, Texas home on February 29, 1996. According to ICE, Hoang shot her five times during the incident.

The murder occurred after Hoang and a group of friends spent an evening drinking and then decided to burglarize homes in the Port Arthur region, as reported by the agency.

Hoang had obtained a .22-caliber rifle, which the group used recklessly, targeting dogs and houses during their spree.

Following his release from incarceration, ICE agents detained Hoang. (ICE)

According to court documents, “Hoang testified that as he was walking to the front of the house, he was startled by a woman leaning over her dog. Hoang testified he was scared and started shooting. Hoang shot the woman five times, killing her.”

ICE called it a “horrific, tragic story” in a post on X announcing the arrest.

He was taken into custody by ICE on May 5 after being released from prison and is being held pending deportation.
