Elderly Capitola woman fatally stabbed outside mall in random attack

A scenic California beach community is reeling after a beloved local artist was allegedly killed by a 19-year-old suspect who was awaiting trial in a separate felony case.

Rachell Summers, 73, remembered by friends and colleagues as kind, generous and deeply connected to the community, was fatally stabbed Monday outside the Capitola Mall in what police have characterized as an apparently random attack.

Authorities arrested Tyler Leibelt, 19, of Santa Cruz, shortly after the stabbing and charged him with murder.

Prosecutors also filed a felony enhancement tied to allegations that Leibelt was already out on bail or released on his own recognizance in connection with an earlier felony matter.

The killing is expected to intensify debate among critics of criminal justice reforms, who argue current policies can make it harder to detain defendants they believe may pose a risk before trial.

Those critics contend that California’s bail rules and broader reform efforts have leaned too heavily toward rehabilitation and reducing incarceration, while leaving communities vulnerable to repeat offenses.

Supporters of reform say the justice system must weigh public safety alongside fairness, accountability and rehabilitation. Opponents, however, point to Summers’ death as a stark example of why they believe protecting residents should take priority.

Outside the Capitola Mall, a growing memorial now honors Summers, who managed the Art of Santa Cruz gallery inside the shopping center and was widely cherished by those who knew her.

The gallery has closed for the remainder of the week following her death.

Coworker Marilyn Gwynn struggled to process the loss.

“You cannot, you cannot process that. You know, it’s too hard. It’s too hard,” Gwynn told KSBW.

Summers had reportedly gone to the mall Monday to pick up her paycheck and was walking to the bank when she was attacked.

“The president of our nonprofit calls me and says it was Rachel. Like what? I mean, you just can’t believe it,” Gwynn said. “A 73-year-old woman, that’s who he picked, really? Yeah. I mean, I’m in so much shock. I’m in shock.”

Gwynn said Summers devoted herself to the gallery, the artists and the local community.

“She gave by putting her energy into the store and into the artists and helping us run the store,” Gwynn said. “She didn’t have to do that at 73. She contributed to us, to our organization, and we will miss her.”

The killing also drew an emotional response from local officials.

“This isn’t Capitola,” Mayor Margaux Keiser said. “We will rise above this. We will move forward and not forget this and just be aware. But this is just a total random act and a one-time thing. And we really want to make sure that everybody still feels safe.”

Police have said there is no evidence Summers and Leibelt knew each other before the attack.

Leibelt’s previous legal situation has also drawn attention online.

One Reddit user asked:

“Does anyone know what he was already out on bail for?”

Authorities have not released details about the earlier felony case, but prosecutors cited his release status when adding the enhancement.

Another commenter responding to the Capitola Police Department’s post criticized local priorities: “Santa Cruz needs to stop providing help to the drug addicts in the streets and spending money of hard-working people and families.”

According to authorities, officers responded at approximately 12:47 p.m. Monday after receiving reports of a stabbing near the mall’s food court exit.

Officers found Summers on Clares Street across from Macy’s on the west side of the mall suffering from multiple stab wounds.

They immediately began lifesaving efforts before being assisted by personnel from the Central Fire District of Santa Cruz County and American Medical Response.

Summers was ultimately pronounced dead at the scene.

After the mall was placed under lockdown for several hours, police located Leibelt just blocks away and arrested him in the area of the 1400 block of 41st Avenue.

Capitola Police Chief Sarah Ryan told the Santa Cruz Sentinel that Leibelt called law enforcement to turn himself in.

Leibelt was booked into the Santa Cruz County Jail Monday and was being held without bail as of Tuesday.

He is scheduled to be arraigned Wednesday.
