Chicago Bears stadium search: Indiana state lawmakers advance Northwest Indiana Stadium Authority to lure NFL team

In an intriguing development, the Indiana state senate is taking significant steps to entice the Chicago Bears to consider Northwest Indiana for their new stadium. This effort gained momentum when the state senate finance committee gave a unanimous nod to a proposal that would create a Northwest Indiana Stadium Authority, mirroring the entity that facilitated the construction of the Indianapolis Colts’ home ground.

This legislative proposal, having successfully cleared the committee stage, is now set to be reviewed by the Indiana state house. Should it pass there, it will await the approval of Governor Mike Braun to be enacted.

Chicago Bears’ President, Kevin Warren, recently communicated with the team’s season ticket holders about the exploration of stadium possibilities in Northwest Indiana. Warren emphasized that this move wasn’t intended as a bargaining chip against Illinois, yet the unfolding scenario suggests it might serve as one.

Meanwhile, Indiana lawmakers are advancing swiftly to make this proposition appealing to the Bears, while Illinois officials are actively working behind the curtains to keep the iconic NFL team within state lines.

When Chicago Bears President Kevin Warren wrote in his letter to Bears season ticket holders that the team was looking into options for building a stadium in Northwest Indiana, he said he was not using that to gain leverage in Illinois. But, that certainly seems to be the way it is working out.

Indiana lawmakers are moving quickly to lure the NFL team, and Illinois leaders are working behind the scenes to keep the Bears.

There is plenty of open land near Wolf Lake in Hammond, Indiana, which experts say could make an attractive location for a new Bears stadium. Indiana lawmakers are working to make it financially attractive as well.

“My understanding is this is modeled after the Lucas Oil deal was done. That’s where the framework came from,” said State Senator Chris Garten of Indiana District 45.

While Indiana lawmakers are moving quickly, Illinois lawmakers seem to have changed their tune. While the Bears would pay several billions dollars to build a stadium in Arlington Heights, they say lawmakers had no plans to consider paying for the necessary infrastructure improvements in 2026.

“It’s amazing how quickly this has turned around,” Sportscorp Ltd CEO Marc Ganis said. “From two years of no activity, to activity the Tazmanian Devil would be proud of.”

The Bears’ strategy appears similar to the Kansas City Chiefs. After talks stalled to stay in Missouri at Arrowhead Stadium, they are now planning to move across state lines to build a new stadium in Kansas.

Indiana Governor Mike Braun is hoping for a big political win by luring the Bears across the border.

Danny Ecker has followed the Bears stadium talks for Crain’s Chicago Business.

“Illinois Governor JB Pritzker now says he’s open to helping keep the Bears by funding infrastructure improvements in Arlington Heights,” Ecker said. “It’s uncertain how quickly the legislature is willing to move forward, however.”

“Indiana is gonna come in strong so it’s going to be an interesting next six weeks,” Ganis said.

Ganis says the Bears success on the field this season gives them a stronger bargaining position as well. He says they have become America’s team, and Illinois doesn’t want to lose America’s team.
