North Carolina man charged with three counts of statutory rape held on ICE detainer

In North Carolina, a man currently detained under an Immigration and Customs Enforcement (ICE) hold faces serious allegations, having been charged with three counts of statutory rape, as per court documents.

Identified as 29-year-old Juan Ramon Juarez-Talamantes, he is accused of committing statutory rape against a child aged between 13 and 15. These charges include two counts filed in November and an additional count added the following month, according to information from the Buncombe County Sheriff’s Office.

Following his arrest, Juarez-Talamantes remains in custody without the option for bail and has been placed under an ICE detainer, as indicated by online arrest records.

The charges came to light after reports of child sexual assault were lodged with local authorities. The initial report was made to the Buncombe County Sheriff’s Office in July 2024, followed by another report to the Asheville Police Department in September 2025.

The collaborative efforts between law enforcement agencies have been crucial in progressing this case. District 2 Captain Chris Stockton of the Buncombe County Sheriff’s Office expressed gratitude, stating, “We are very thankful for the partnership with the Asheville Police Department during this case and the tedious work and collaboration of the investigators to reach this result.”

Juarez-Talamantes communicated with his alleged victims through Snapchat, according to the Asheville Citizen Times, prompting the sheriff’s department to seek a search warrant for his Snapchat handle, his address and his DNA.

One of the alleged victims told police that after meeting with Juarez-Talamantes in his car, they went back to his house, where he kissed the child and attempted to “take it further,” according to the Citizen Times.

But when the child told him no, he allegedly slapped, then raped the child, the newspaper reported.
