Bicyclists who flout the rules in Japan will soon face stricter consequences. New cycling regulations set to take effect on April 1 will impose on-the-spot fines for those caught violating traffic laws, such as using a smartphone while riding or failing to stop at red lights. This legislative change arrives as a response to a surge in accidents involving cyclists and pedestrians, which reached a record high last year with nearly 3,300 incidents. Under the new system, offenders must settle the fine within a week to avoid escalation to criminal proceedings. Traditionally, most violators received warnings without financial penalties.

AUSTRALIA

Eight additional soccer players have joined in a multimillion-dollar concussion class action lawsuit against the Australian Football League, raising the total of players who claim to be brain damaged from the sport to more than 100. The lead plaintiff in the case is Max Rooke, who played 135 games for the Geelong Football Club. The 44-year-old claims he now has life-altering injuries due to being concussed between 20 and 30 times and being knocked unconscious at least twice.
