GREENEVILLE, Tenn. (WJHL) – The Greeneville Municipal Planning Commission has given the green light to the Phase 2D development of the Johnson Farms Subdivision, paving the way for the construction of 36 new single-family homes on Rufe Taylor Road.

This development is spearheaded by Landstar Development and D.R. Horton. The Phase 2D segment will feature 36 single-family homes, each occupying quarter-acre lots and priced between $280,000 and $320,000.

“The original blueprint for the subdivision envisioned a total of 384 homes,” stated Mayor Cal Doty in an interview with News Channel 11. “To date, we have completed 100 homes, encompassing Phase 1 and Phases 2: A, B, and C. With Phase 2D, we will bring the total to 136 homes across Phases 1 and 2. The additional units will be developed in Phase 4.”

Mayor Doty also expressed his commitment to increasing the availability of affordable housing, noting the rapid rate at which the current homes are selling.

“When I took office, a primary concern was the shortage of housing, particularly affordable options,” Doty remarked.

Nicholas Law, who serves as the executive director of the Greeneville Housing Authority, noted a rising interest from out-of-state buyers seeking affordable housing in the area.

“The amount of families that are moving in here looking to buy homes, I know in my neighborhood we have a lot of people from out-of-state,” Law told News Channel 11. “As that said, I believe it’s the cost and taxes that is driving that move.”

Doty said as long as there is a need for the homes, the city will continue to approve the development phases.

“We’ve gotten through Phase 1, they’re selling; Phase 2 started and they continue to sell,” Doty said. “Now we’re on Phase 2D and they are selling as they are building them. As long as they continue to sell we will continue to approve these projects.”

Construction is expected to start within the next six to eight months. The homes are expected to be built by the end of 2026.
