GAINESVILLE, Fla. – Authorities have apprehended Marcus Marcelius Parks, a 51-year-old resident of High Springs, on charges of methamphetamine trafficking and cocaine distribution. His passenger, Chulcie Lynne Sullivan, aged 41 from Lake City, faces charges of possessing a controlled substance.

The incident unfolded around 1:39 a.m. on January 21 when a Gainesville Police Department officer initiated a traffic stop. The SUV, driven by Parks, had failed to come to a complete stop before making a right turn on red at the intersection of West University Avenue and NW 3rd Street.

During the routine warrant check of the vehicle’s occupants, the officer noticed Sullivan, the passenger, with her pants lowered and holding a mason jar that seemingly contained marijuana. Following this, both individuals were asked to exit the vehicle. After a pat-down for weapons, consent was sought and reportedly granted by Parks to search the SUV.

The search uncovered a bag on the rear floor filled with pressed pills that tested positive for methamphetamine, totaling 43 grams. Parks allegedly admitted the bag was his, leading to his arrest.

Before transporting Parks, an officer checked the back seat of the patrol car to ensure it was clear. However, upon arrival at the jail, several baggies containing a white substance, along with additional methamphetamine pills, were discovered in the vehicle. Tests revealed the substances included cocaine and crack cocaine. The cocaine, packaged in smaller baggies for distribution, weighed 7.5 grams, while the methamphetamine pills weighed 2.3 grams. Parks was also found with $556 in cash, in various denominations. According to the officer, the combination of packaged narcotics and cash suggests involvement in narcotics sales.

Parks has been charged with trafficking in methamphetamine and possession of cocaine with intent to sell. He has eight felony convictions (non-violent) and three misdemeanor convictions (two violent) and has served four state prison sentences out of Polk County, with his most recent release in 2005. Judge Adam Lee set bail at $500,000.

Parks’s passenger, Chulcie Lynne Sullivan, 41, of Lake City, was charged with possession of a controlled substance. She has nine felony convictions (non-violent) and four misdemeanor convictions (non-violent); she has served one state prison sentence and was released in April 2025. Judge Lee set her bail at $25,000.
