During a congressional hearing on Friday, Health and Human Services Secretary Robert F. Kennedy Jr. was questioned about the potential removal of President Trump from office using the 25th Amendment. This inquiry was prompted by a comparison Kennedy made to former President Joe Biden’s allegedly “delusional” behavior.
The discussion arose when Rep. Mark Takano, a Democrat from California, voiced his concerns. Takano cited Trump’s recent social media activity, which included threats against Iranian “civilization,” criticisms of religious figures, and self-comparisons to Christ. Takano suggested these actions might indicate Trump is not mentally fit for the presidency.
“Millions of Americans are questioning this president’s mental fitness, his emotional stability, and whether he can carry out the duties of his office. Do you share their concerns about his mental health?” Takano pressed Kennedy during the exchange.

Kennedy started to respond by referencing other issues, but Takano interjected, reiterating his question: “Mr. Secretary, my question was: Do you share their concerns about his mental health?” Takano emphasized the importance of having a leader who is mentally and emotionally stable, especially when making decisions that could put American service members at risk.
âMr. Secretary, my question was: Do you share their concerns about his mental health?â Takano asked again, adding, âWe need a leader that we know has full command of his mental faculties and is emotionally stable as he sends uniformed American men and women into harmâs way.â
âMillions of Americans are now wondering if this president is delusional and thinks he is Jesus Christ,â the congressman claimed. âMr. Secretary, given everything that Iâve shown you today, will you insist that President Trump undergo an assessment of his mental fitness and his emotional stability?â
Kennedy shot back: âAbsolutely not.â
Takano then asked Kennedy if he would invoke the 25th Amendment, which allows for the removal of a president who is deemed unable to fulfill the duties of the office, should Trump fail a mental fitness test.
âThere hasnât been a president who is more sane or stable â¦â Kennedy began before Takano interrupted once again.
âMr. Secretary, my question is would you vote to invoke the 25th Amendment,â the congressman pressed.
âLook at the video of President Biden this week,â Kennedy responded. âThatâs who you supported.â
âHeâs delusional,” the HHS secretary said of the 83-year-old former president.
âHe thought a guy was Barack Obama,â Kennedy continued, talking over Takano, who continued shouting his question about the 25th Amendment.
Kennedy was referring to an incredibly awkward moment at Syracuse University School of Law earlier this week where Biden demanded that one of the institutionâs board members join him at the podium because he thought the black man resembled former President Barack Obama.
âBarack, what are you doing?â Biden asked Jeffrey Scruggs, the chairman of the schoolâs Board of Trustees.
âDoesnât he look like Barack?â the former president asked the crowd, as Scruggs shook his head in apparent disbelief.
